Pakistan May Seek IMF Bailout to Avoid Debt Default

Pakistan may be forced to seek a loan from the International Monetary Fund to prevent the nation defaulting on its debt, according to a government official.

South Asia’s second-largest economy, which has seen its foreign reserves plunge more than 74 percent to about $4.3 billion in the past year, is also seeking financial support from the World Bank and the Asian Development Bank, said Shaukat Tarin, financial adviser to the prime minister. The country has $3 billion in debt-servicing costs in the coming year.

“They are going to have to bite the bullet and sign for the IMF,” said David Fernandez, the Singapore-based head of emerging markets research at JPMorgan Chase & Co. “It has to come now.”

Pakistan’s first civilian government since 1999 is facing economic turmoil after the rupee plunged to an all-time low, the current account deficit widened to a record, and inflation jumped to a 30-year high. The nation, which only came off its last IMF program in December 2004, may need as much as $4.5 billion in loans to tide over the crisis, Tarin said.

“If I don’t feel the comfort level with the multilateral agencies and our bilateral friends in three to four weeks, then I’ll have to write to the IMF,” Tarin said in an interview in Islamabad yesterday. A default is “out of the question.”

Unpopular Decision

Pakistan faces the politically unpopular decision to seek an IMF bailout after China rebuffed its neighbor’s request for cash, the New York Times reported Oct. 18. The U.S. and other nations are preoccupied with the financial crisis, and Saudi Arabia, a traditional ally, refused to offer oil concessions, the newspaper said.

The U.S. has helped Pakistan financially for its support in the global war against terrorism, providing $10 billion in funds and canceling more that $1 billion of loans. The Bush administration has urged the Pakistan government to do more to fight al-Qaeda and Taliban militants in its tribal areas, which the U.S. says the militants are using to regroup and attack the coalition forces in Afghanistan.

Standard & Poor’s, doubting Pakistan’s ability to repay debt, cut the long-term foreign-currency rating on Oct. 6 to seven levels below investment grade, and said it may lower it again. Moody’s Investors Service lowered its credit outlook to negative on Sept. 23, citing a risk of “missed repayments.”

Removing Subsidies

Pakistan’s $750 million in 6 7/8 bonds due in June 2017 were quoted at a price between 40 and 43 cents on the dollar, according to a Bloomberg survey of four dealers fast cash advance loan. None of them reported trades today. The notes are lower after their initial sale in May last year at par, or 100 cents on the dollar.

Five-year credit-default swaps on the country’s debt were quoted around 2450 basis points in New York on Oct. 17, making Pakistan the riskiest government borrower after Argentina.

A delegation from Pakistan will meet IMF officials in Dubai today and tomorrow for a “routine economic review,” Tarin said. Pakistan has already presented to the IMF a stabilization plan which includes removal of subsidies, tighter monetary policy and steps toward reducing the fiscal deficit, he said.

“If this plan is acceptable to them, only then will we have the IMF program,” he said. The government is also seeking loans from the World Bank, the Asian Development Bank and U.K.’s Department for International Development, Tarin added.

Pakistan has said it has almost removed subsidies on fuel by raising domestic fuel prices six times between April and July in line with global crude costs. Subsidies on electricity are due to be removed by June 2009.

`Political Backing’

“The question is once the IMF program is put in place, will there be political backing to implement it,” JPMorgan’s Fernandez said. “That’s what the market is going to focus on.”

Pakistan has sought about $1.5 billion from the World Bank, $1.6 billion from ADB and about 500 million pounds ($864 million) from the U.K.’s DFID, apart from a request for $500 million from the Islamic Development Bank, Tarin said.

Pakistan’s next interest payment on its dollar-denominated bonds is due in December and the government is scheduled to repay $500 million in February on a 6.75 percent note. Multilateral and bilateral aid may not be timely enough, S&P said on Oct. 6.

The global credit-market crisis triggered a capital outflow from emerging markets, with Pakistan’s benchmark Karachi Stock Exchange KSE 100 Index losing more than a third of its value this year. The bourse kept trading restrictions in place and sought police protection to thwart a repeat of violence on July 16, when hundreds of protesters stoned the exchange and shouted anti-government slogans.

The South Asian country’s balance of payments deficit widened in the quarter to Sept. 30 to $3.95 billion from $2.27 billion a year earlier, while the current-account deficit reached a record $14 billion in the year ended June 30, according to data provided by the government.

Bill Lerach Sentenced

Who is Bill Lerach? Read the Economist article. He invented (if that’s the right term) the shareholder class-action lawsuit. We’ve all seen companies that lose money, their stock prices plummet - all due to mismanagement at the top. Often in these situations, the individual stockholders are hurt but the incompetent execs walk away with bonuses, golden parachutes, etc.

Lerach would organize the stockholders and then file suit against the company. His actions were often controversial but the penalties levied against him seem extreme.

I’d be interested in Professor Z’s take: is Lerach a martyr in the fight against poor corporate governance - or just another crook?

USDA to Invest $1.6 Billion in Renewable Fuels

Yesterday, Agriculture Secretary Mike Johanns announced plans to propose $1.6 billion in new funding for renewable energy, with a focus on cellulosic energy research and production, as part of the Administration’s 2007 farm bill proposals.

This funding will support President Bush’s goal of reducing gasoline usage by 20 percent in the next ten years and will compliment an array of renewable energy-related efforts underway at the USDA.

USDA spent nearly $1.7 billion on energy-related programs between 2001 and 2005, and last year alone, USDA spent over $270 million on these programs in areas such as commercialization, research, infrastructure development, and technical support. Currently, there are 110 operational ethanol plants in 19 states with another 73 under construction and new proposals at an astounding rate.

USDA’s Agriculture Research Service (ARS) scientists have developed improved fermentation organisms and are making other significant steps toward achieving the technology needed for commercial production of cellulosic ethanol. ARS scientists have genetically modified a strain of lactic acid bacteria that produces increased levels of ethanol from cellulosic biomass. The research findings demonstrate that metabolic engineering has the potential to create new biocatalysts to convert biomass to biofuels.

Johanns plans to provide additional information about the proposal to provide $1.6 billion in new funding for renewable energy within the next few weeks when he unveils the Administration’s full package of 2007 farm bill proposals.

It takes a new law to change a lightbulb

A California legislator wants to make his state the first to ban incandescent light bulbs as part of California’s initiatives to reduce energy use and greenhouse gases blamed for global warming.

The How Many Legislators Does it Take to Change a Light Bulb Act would ban incandescent light bulbs by 2012 in favour of energy-saving compact fluorescent bulbs, which use about 25 percent of the energy.

“Incandescent light bulbs were developed almost 125 years ago and… have undergone no major modifications,” assemblyman Lloyd Levine said on Tuesday.

“Meanwhile, they remain incredibly inefficient, converting only about five percent of the energy they receive into light.”

Levine is expected to introduce the legislation this week.

If passed, it would be another pioneering environmental effort in California, the first to mandate cuts in greenhouse gas emissions, targeting a 25 percent reduction in emissions by 2020. – Reuters

FLDS Aftermath

The children have finally been allowed to return home to their mothers and their fathers. The state Supreme Court determined that CPS had no basis for taking the children as they did. My current favorite CPS rumor is that everyone in-house is told to save everything for when, not if, they get sued.

This brightly shining light upon the woes and shortcomings of CPS may hopefully force the legislature to take steps to adequately fund and support CPS, even if they have to redirect the agency in some manner to avoid future constitutional breakdowns. Here’s to hoping that the entire fiasco with the YFZ ranch is at least remembered long enough to restrict CPS to a higher standard of proof.

When the Supreme Court shut down the Keystone Kops routine, it exposed some loyalties that may have exacerbated the civil rights violations. Judge Walther, for one, has made it clear that there was never any intention to give the YFZ families a fair deal or even an assumption of innocence. The county sheriff who marched into the ranch with his SWAT team after speaking to Dale Barlow on the phone in his Arizona prison, probably also knew at that point that the call from Rozita Swenson was a hoax. The same sheriff failed for two months to confirm this dismissive evidence to CPS, always claiming some ongoing investigation.

And of course, the whole stupid brigade might have been avoided if there had not been some pressure from certain state legislators to evict the Mormons from West Texas. These are the same congresscritters that passed laws specifically to torment the FLDS. Word is that these folks were concerned that the YFZ folks might laid down serious roots here. They might decide to enter into local politics and the school board or maybe a judge might soon come up Mormon. Thanks to the thick fists of state authorities, including CPS, what had been a largely insular, self-directed community has ordered a batch of 500 voter registration cards for what will surely be an FLDS-dominated slate of candidates come next November. Some speculate that they may be able to dominate all of the political offices in a three-county area within a decade.

An even larger blunder is that any hope the state conspirators may have had that the YFZ ranch might simply dissolve away from lack of interest is now gone. Every child who has gone through this experience, every mother, every father, is now bonded in a way their leaders could never have dreamed. There may be some small percentage who walk away, deciding that they’ve had their fill of Texas hospitality. But remember that the folks who settled YFZ were hand-picked as the most loyal members, so it’s more likely that this entire episode has simply reinforced their beliefs.The vast majority are going to stay on that land and it’s going to be their Holy Land for generations. Now that they’ve been persecuted by the authorities, they can be sure that they are the chosen ones.

New Intel products to be made in Chandler

Intel Corp. is providing more information about its future multi-core future products, and some of them will be coming out of the California company’s Chandler facility.

Pat Gelsinger, senior vice president and general manager for Intel’s Digital Enterprise Group, laid out the groundwork Tuesday for the future of Intel’s Core i7 processors, which are designed to be more powerful and energy efficient. The products should begin rolling out in server markets in early 2009 before desktops client versions in the latter half of the year.

The company also is looking at its multi-core architecture, code named Larrabee, for release some time in 2009 or 2010, with the hopes that it will provide better computing with new chips perhaps containing hundreds of cores.

Intel’s Fab 32, its newest facility built in Chandler, will handle some of the manufacturing for the upcoming launches, although company officials could not say which of the chips will be manufactured there.

Mrs. Fields to file for bankruptcy

Mrs. Fields Famous Brands LLC said Friday it plans to file for Chapter 11 protection.

The cookie company is reorganizing and working out a prepackaged plan with its creditors, according to a filing Friday with the Securities and Exchange Commission.

Representatives from Mrs. Fields did not immediately return calls for comment.

In the filing, Mrs. Fields reported “aggressive competition” in its franchising business. “Many of our competitors have greater resources or more favorable business models than ours with which to attract new investors and procure sites,” the filing said.

Mrs. Fields also said there has been a decline in customer traffic at shopping malls - a trend that has hurt revenue.

The filing also said the company has experienced a number of franchise store closings since its 2004 fiscal year, and this trend has continued throughout fiscal 2008. Mrs. Fields may need to close more stores in the future, according to the filing.

Many restaurant companies have struggled amid waning discretionary spending from consumers and high gas prices. And over the past several years, Mrs. Fields has altered product offerings and revamped stores to boost its competitive presence and lure customers into its locations.

In 1996, Mrs. Fields Original Cookie Company Inc. was formed when Capricorn Holdings bought Mrs. Fields Inc. and The Original Cookie Company. The company expanded through acquisitions, such as the frozen-yogurt business TCBY, Pretzel Time, and Great American Cookie.

Mrs. Fields has nearly 390 location in the United States and at least 80 locations abroad.
